Advisory Council on Youth, Council of Europe

Specific Criteria:  

 

Elected Members: 

  • 7 representatives of National Youth Councils (NYCs), designated by the Committee of Ministers on the proposal of the European Youth Forum (YFJ)  followed by internal elections among YFJ member organizations.  
  • 13 representatives of International Non-Governmental Youth Organisations (INGYOs) designated by the Committee of Ministers on the proposal of the European Youth Forum (YFJ) followed by internal elections among YFJ member organizations. 

    Appointed Members:
     
  • 10 representatives of non-governmental youth organisations or networks, not members of the European Youth Forum (YFJ), designated by the Committee of Ministers on the proposal of the Secretary-General (usually based on open call). 
 
 

Description:  

The Council of Europe Co-management system combines the voice of young Europeans and public authorities responsible for youth issues. Its Co-management structure is composed of four bodies:  

 

Advisory Council on Youth (CCJ) – It is the non-governmental partner in the co-management structure and establishes the standards and work priorities of the Council of Europe’s youth sector and makes recommendations for future priorities, programmes and budgets. The voice of young Europeans is represented by the Advisory Council on Youth, made up of 30 representatives of youth Non-Governmental Organisations (NGOs) and networks in Europe.  

 

European Steering Committee for Youth (CDEJ) – The representatives of ministries and bodies responsible for youth issues of the member states come together in the European Steering Committee for Youth. The governments of the States Parties to the European Cultural Convention come together in the CDEJ to oversee the Council of Europe’s Youth for Democracy programme, to advise the Committee of Ministers on all youth-related issues, as well as to develop youth policies and standards that tackle the challenges and obstacles young people face in Europe and guarantee youth participation and young people’s access to rights.  

 

Joint Council on Youth (CMJ) – Brings together the European Steering Committee for Youth (CDEJ) and the Advisory Council on Youth (CCJ). It is a co-decision-making body which establishes the youth sector’s priorities, objectives and budgets. This is the supreme decision and policy-making body for the Council of Europe’s governmental and non-governmental partners in the Youth Department.  

 

Programming Committee on Youth (CPJ) – The Programming Committee on Youth consists of eight government representatives from the CDEJ and eight non-governmental representatives from the CCJ. It establishes and monitors the programme of the European Youth Foundation (EYF) and the European Youth Centres (Strasbourg and Budapest). The CPJ meets in June and December. The members are elected for a two-year mandate. It takes the decisions on all applications submitted to the EYF as well as on the study sessions organised in cooperation with the European Youth Centres.
